Ompong (Dolphy) refuses to sell his land which is part of the mines to the Mayor (Mario Escudero) who has duped his father to the losing mines which led to his father’s death. Ompong seeks the help of the Vice Mayor (Vic Varrion) and father of his girlfriend Ester (Chat Silayan) for some documents. The Mayor’s lawyer is guilt stricken and wants out of the Mayor’s league that he is liquidated. Ompong, who has tried to help the lawyer, is accused of the murder. But instead of being sent to jail, Ompong is confined to the mental asylum controlled by the Mayor. Ompong organizes a singing band which impresses the governor who invites them to perform, but the group escapes. The Vice Mayor confronts the Mayor of corruption, but he and his daughter Ester are held hostage. Ompong rescues them with his group and the governor arrives with the military to help the crazy band.
